Srinagar: An emergency meeting of Association of Medical Officers Jammu & Kashmir was held which highlighted the achievements made by the ISM Department under the dynamic leadership of Dr. Abdul Kabir Dar, Director General, ISM&H, J&K who has brought ISM&H Department to the new heights which was otherwise in morass. They further emphasized that Dr. Abdul Kabir Dar in his capacity as Director as well as Director General has worked honestly with zeal and enthusiasm for the development and promotion of the ISM&H (AYUSH) Department which was otherwise nonexistent. They also highlighted some of the tangible achievements made by the department during his tenure for instance development of infrastructure right from dispensary level to state level institutions including construction of two AYUSH medical colleges, timely preparation of projects/proposals for generation of employment under NHM and other centrally sponsored schemes, accessibility of Indian Systems of Medicine facilities in PHCs, CHCs and DHs level by collocation, up-gradation of existing hospitals, construction of Office complexes, finalization of seniority of Medical Officers and sanction of 3-tier in-situ time bound promotions of gazetted cadre, reorganization of ISM Pharmacists cadres into Head, Supervisory, Senior and Junior Pharmacists, organizing of re-orientation/CME programmes for in-service staff, deputation of in-service doctors for higher education outside state, norms of private AYUSH nursing homes, clinics, shops etc, notification of consultation fee for ISM practitioners as per their qualifications, norms for ISM pharmacist training courses and its up-gradation from one year course to two year course and bringing it under the ambit of paramedical council of the state, adopting of villages as AYUSH grams, conducting IEC/Outreach programmes in schools and far flung areas across the state, awareness generation about importance of locally grown herbs (medicinal plants) and development of herbal gardens in schools, private land in dispensaries/hospitals as kitchen garden and development of hi-tech nurseries in collaboration with state Forest and Floriculture department and various universities and research institutions in the state despite all bottle necks put in place by the vested interests who are not happy with the tremendous multi-dimensional growth of the department which otherwise was confined to isolated, scattered few dispensaries without any conspicuous visibility/public acceptance, the list of achievements goes on and on.
The association said that they welcome the enquiry being conducted by the Government in the alleged few spurious drugs found in a particular dispensaries of Jammu but hasty attachment of its Director General is unjustified as he has no vito power/discretion about of selection of a particular drug which is done through proper procedure of e-tendering process and on the recommendation/selection of expert and technical committees and duly supported by analytical reports from National Accreditation and calibration Board Laboratories and involves checks and balances in hierarchy from top to bottom at dispensary levels with specified job/supervisory responsibilities at each level, if any action is to be required under law (Drug and Cosmetics Act 1940) it is the manufacturing company against whom action is to be initiated after getting the drug tested in the appellant laboratory. How come DG be held responsible singularly for anything wrong found in a drug stored somewhere in peripheral institution that too without seeking/obtaining factual report from the department in the first instance or conducting an inquiry which could prove who is responsible and at what level of hierarchy. Also as per the J&K classification, Control and Appeal Rules 156 there is no provision of attachment of an officer.
They said they are deeply demoralized and expressed their anguish and resentment over the alleged deep rooted conspiracy being hatched by some miscreants who are hell bent to tarnish the image of the Department and Director General, ISM against whom DG has acted tough in the past to mend their ways and has recommended their cases for disciplinary action. Further it is astonishing to note that same medicines were supplied all over the state including Leh, Kargil, Kashmir and Jammu Division but nowhere any sort of complaint have been received from any patient, public, media or any employee of the department, how come the same medicine in question was found in a particular dispensary in Jammu Division in bad condition and the kind hype given to this issue, which could have been first inquired then the next step as was required under rules could have been taken against the concerned erring officers/officials.
The kind of unprecedented action of Government to attach the senior most HoD of Health & Medical Education Department, within hours, who has worked day in and day out and has gained high repute in the individual capacity as well as in collective recognition of Indian Systems of Medicine both at national and international level. He has also represented state and the country at various international foras and is an asset for not only to the department but also for the state. They further said that they again welcome any inquiry to be ordered by the government in the public interest and would provide whatever assistance required to the government in bringing the truth to the public. More than 1 month has passed the enquiry report has not been made public which was supposed to be concluded within a weeks’ time as per Govt. Order No. 616-HME of 2016 Dated:-25-11-2016, has further consolidated our suspicion of a well-knit conspiracy being hatched against the department and the DG and against whom not a single allegation have been proved despite all efforts of traitors and disgruntled and mentally sick few people who are hell bent upon to bring the department down in the eyes of public. One fails to understand how come a DG of an organization is singularly penalized without seeking any report or conducting any preliminary enquiry into the so-called motivated and well planned allegations when the entire process and procedure adopted in the procurement is transparent and is already in public domain as the global e-tendering method through www.jktenders.gov.in has been adopted and more than 100 officers/officials/technical experts are associated with the tedious and peculiar process of selection of drugs, which takes 4 to 5 months to completion. Making the department as headless within hours after a news item in a particular paper was published with whom DG is already in litigation for publishing defamatory material without verifying the facts.
The department has now turned into anarchy, who is listening to our grievances as we don’t have access to the corridors of secretariat where office Commissioner/ Secretary H&ME Department is located who is presently holding the charge of Director General, ISM, Secretary is always preoccupied with other official works, least we could expect is that the report which was supposed to be completed within weeks’ time should have been made public by now. The unnecessary delay and promptness shown in attachment of DG is given rise to millions of questions on the working of Health & Medical Education Department. Reiterating that they are not against any fact finding inquiry but the way, Health & Medical Education department acted against its ISM wing was not proper, as similar type of allegations have appeared in the media or otherwise, against the medicines of allopathic system allegedly infested with fungus and vigilance organization conducting surprise raids etc, but no such promptness of attaching their HOD were observed. The keenness of Health & Medical Education Department to conduct a time bound inquiry has turned flank, it appears they are least bothered about the development of ISM system of medicine and homeopathy but more interested in harming the reputation of incumbent Dr. Abdul Kabir Dar by giving unnecessary hype and media trails and delay in completion of inquiry.
The association humbly requests the Hon’ble Chief Minister, to personally look into this conspiracy against a young and dynamic officer with high integrity, the foundation of ISM department is shaken and demoralized. The workforce of both medical and paramedical working across the state in remotest and far flung areas both in PHCs, NTPHCs, CHCs, DHs ISM Dispensaries and District Hospitals are working tirelessly in all difficult situation without having much facilities and are treating the patients with quality ISM medicines supplied by the government and are very effective and has gained a great public acceptance, not a single complaint have been registered from any patient in these institutions by any medical officer. The truth should prevail so that the hard earned trust/faith of public developed on AYUSH /ISM system of medicines during the tenure of Dr. Abdul Kabir Dar is restored at the earliest possible, otherwise the staff we will be forced to register a peaceful token of protest.
