Secretariat Union Urges Governor To Detach The Attached Employees

Srinagar, July 17 : The J&K Civil Secretariat Employees Union has urged the Governor N N Vohra to immediately detach the attached employees presently working in Civil Secretariat and moving offices, from the department.

The Union in a statement addressed to the Governor said, “The J&K Civil Secretariat Employees Union in coordination with other allied Unions (Lower Grade Employees Union and Assembly Secretariat Union) has from the day first hailed the decisions taken by the government under your kind control particularly with regard to implementation of biometric attendance system and detachment of attached staff. The Union has always supported the government functioning transparent, public-friendly with quick disposal.”

“Through this is a good sign of the government and ensures discipline in the offices but unfortunately with regard to detachment of attached employees, it has been observed that the response is not up to expectation especially from the departments of Civil Secretariat,” the statement said.

The Union added that the department is mostly run by the attached staff like causal labours, contractual employees, daily wagers and other employees hired from the corporation “which has given a bad name to the prestigious Institute of Civil Secretariat and other moving offices”.

“There is the ample number of complaints about the working of such employees about their involvement in illegal activities and some of them perhaps may have become brokers to their bosses which can be observed by the fact that they have been given important and sensitive section/ assignments by sidelining will trained and experienced staff from GAD. Besides this, in some departments a new trend has been evolved to depute those attached staff on special trainings within and outside the State which also shows sign of vested interests,” it said.

“Needless to mention that deputing such employees especially casual and daily wagers on these specialized trainings and providing of government accommodation with TA/DA etc and other emolument burdens the state exchequer,” the Union said.

“In view of the above-mentioned circumstances, it is requested to your good self to kindly look into the matter personally so that all the attached employees presently working in Civil Secretariat and moving offices are detached immediately from the department with the instructions to report to their parent organizations/subordinate offices for the obvious reasons,” the J&K Civil Secretariat Employees Union urged the Governor.
